John Phillips, President
A published author and sought-after speaker at industry events, John’s expertise in information technology and over 30 years of professional experience are instrumental in his dual role as President of Briggs Home Care and Executive Vice President/Chief Information Officer of Briggs Healthcare. He is accountable for consolidated home care strategic planning, financial performance, and home care agency operations, and is involved in strategic acquisitions diligence and seamless post-acquisition integrations.
John holds a Master of Arts in Information Systems from the University of Texas at Dallas, and a Bachelor of Science in Computer Science with a minor in Psychology from Illinois State University.
Tom Young, Executive Vice President and Chief Financial Officer
With expertise in strategic planning, policies/procedures, restructuring and expansion, as well as financial and operational controls, Tom manages all of the corporate merger and acquisition activity for Briggs Home Care, and is responsible for the overall integrity of the financial information of the company. Additionally, he manages the property/casualty insurance and benefits for the organization, and has served as a key contributor in developing a process for protecting intellectual property, as well as the strategic plan for Briggs Home Care.
With a career spanning more than 40 years, Tom holds a Bachelor of Science in Accounting from Lehigh University and is a Certified Public Accountant.
Sybll Romley, Corporate Executive Director
Sybll Romley, Corporate Executive Director, is an accomplished sales and marketing executive and former CEO who, 20 years into her career, found herself in the role of being her father’s caregiver. During the last two years of his life, she learned what a blessing it is to have that time with a loved one, and what a gift it is to spend that time at home. After he passed, she decided to pursue a career helping others live out their lives with grace and dignity. Over the past 10 years, she has worked as a caregiver and companion, both in people’s homes and in a hospital setting, while owning and growing a regional home care franchise, and subsequently starting an aging consultancy. Sybll is passionate about helping people stay in their homes, as long as it is safe for them to be there, by providing the best possible care and companionship.
Sybll holds a Bachelors of Arts in Diplomacy and World Affairs from Occidental College and is a Certified Senior Advisor®.
Matt Skaggs, Corporate Executive Director
As founder of Briggs agency Compassionate Nursing Services, Matt has achieved significant growth, with his agency ranking among the top 10% of all private duty agencies nationwide and currently serving over 1,500 families in the St. Louis area. Serving now as Corporate Executive Director for Briggs Home Care, his 14+ years of industry experience and firsthand knowledge of the inner workings of a successful home care agency are invaluable in providing the tactical leadership and guidance to acquired private duty home care agency leaders. Additionally, his oversight ensures that agencies achieve revenue growth through focused sales and marketing efforts, operational excellence, and seamless integration into the Briggs Home Care model.
Matt holds a Bachelor of Science in General Studies – Marketing from Southeast Missouri State University – Harrison College of Business.
